Nearly 40 foreign ministers from APEC member economies attended a closed-door session of the 18th APEC Ministerial Meeting (AMM) in Hanoi on November 15 to discuss practical measures to strengthen the multilateral trade system including resuming the Doha talks.

During the two-day session, APEC ministers will focus on discussing the documents passed by the APEC Concluding Senior Officials' Meeting (CSOM), including a statement on the reboot of the Doha talks presented by WTO General Director Pascal Lamy, the Hanoi Action Plan for the implementation of the Busan Roadmap towards the Bogor goals, and the reform in APEC towards a more dynamic and effective forum.

They will also touch upon the results of the ministers' meetings organised earlier in Vietnam before delivering them to APEC leaders for approval.

Additionally, they will consider the report tabled by the Counter Terrorism Task Force, as well as discuss the Regional Trading Arrangements and Free Trade Agreements (RTAs/FTAs), the protection of intellectual property rights, and other issues.


The session was held under the chair of Deputy Prime Minister and Foreign Minister Pham Gia Khiem and Trade Minister Truong Dinh Tuyen.

Following the closed-door session, APEC foreign and economic ministers will hold a plenary session on November 16.


In reply to a Voice of Vietnam (VOV) radio reporter on the sidelines of the meeting, Trade Minister Truong Dinh Tuyen said that promoting the Doha talks has become an urgent demand for APEC members. Vietnam hopes that at this meeting, ministers will show a high political determination by jointly conducting negotiations and taking new initiatives to promote the Doha process in the interests of the world economy and global trade.


The Hanoi Action Plan on
the Busan Roadmap to Achieve the Bogor Goals is in the 2006 APEC spotlight. Vietnam, as a host country, has played an active role in coordinating with APEC senior officials to draw up the Hanoi Action Plan to contribute many opinions to the plan on which they are agreed to submit to the AMM for approval.
