To Lam affirms that Vietnam consistently perseveres in its foreign policy of independence, self-reliance, peace, friendship, cooperation and development, diversification and multilateralization of foreign relations, as well as its “4Nos” defense policy. Meanwhile, Xi Jinping strongly affirms that China persists in its friendly policy with Vietnam, considering Vietnam as a priority and strategic choice in its neighbourhood diplomacy.

The two sides agree to further strengthen cooperation in the fields of security - defense, economics-trade-investment within the framework of the “Two Corridors, One Belt” in connection with the “Belt and Road” initiative, rail and road infrastructure connections, as well as local cooperation and the exchange of State-owned enterprises.

After the talks, the two leaders witness the signing of 14 cooperation documents between the two countries’ ministries, agencies and localities, in various fields, such as Party affairs, import and export of agricultural products, radio and television broadcasting, health care, infrastructure, economics, trade, industry, and banking.

During their tea party, the two leaders review the tradition of friendship between the two Parties and two countries, talk about the results of the talks, and emphasize the importance of further developing Vietnam – China relations to new heights.

Meeting with Chinese Premier Li Qiang, To Lam welcoms China’s engagement in cooperation projects to build three standard gauge railway lines connecting Vietnam to China, as well as in the Vientiane - Vung Ang railway lines and metro lines in Hanoi. He proposes that China continue to open the market for high-quality Vietnamese agricultural products, and facilitate the opening of the Vietnamese Consulate General in Chongqing as well as trade promotion offices in China.

Meeting with Zhao Leji, chairman of the Standing Committee of the National People’s Congress of China, in Beijing on August 19, To Lam encourages closer cooperation between the National Assembly of Vietnam and the National People’s Congress of China through visit exchanges.

He also proposes that the two parliaments should effectively implement and concretise their recently reached agreement on cooperation, increase the sharing of experience in lawmaking, and monitor the two governments in implementing common perceptions and agreements between senior leaders of the two countries.

At a meeting with Chairman of the Chinese People's Political Consultative Conference (CPPCC) National Committee Wang Huning, in Beijing on August 19, To Lam expects that the two fronts increase cooperation and encourage localities of the two countries foster cooperation in fields of their strengths.

Visiting the Party school of the Chinese Communist Party, To Lam proposes that China continue to assist Vietnam in personnel training in flexible forms.

During his stay, To Lam also drops at historical relic sites in Guangzhou city where Pham Hong Thai, one of Vietnamese revolutionary activists, is resting in peace, and where President Ho Chi Minh lived and worked during his overseas search for national salvation from 1924 to 1927.

To Lam also meets with Huang Kunming, secretary of the Guangdong Provincial Committee of the Chinese Communist Party.

To Lam meets with representatives of friendship organizations, relatives of families of revolutionary generals, experts and advisors who helped Vietnam during the resistance wars, and officials and employees who helped with the preservation of relics related to the Vietnamese revolution, alongside Chinese intellectuals, scholars, researchers about Vietnam.

During his meeting with representatives of Vietnamese expatriates in China, To Lam asks them to uphold the tradition of unity and mutual assistance, abide by Chinese law, integrate well into the local community and make a practical contribution to Vietnam – China relations, while turning their hearts into the fatherland.

The high-ranking Vietnamese delegation returns to Hanoi on August 20 afternoon, concluding their three-day state visit to China. The two countries release a joint statement on further strengthening the Vietnam – China comprehensive strategic cooperative partnership and concretising the building of the Vietnam – China community with a shared future that carries strategic significance.
