Delegates at the on-going 10th National Party Congress on April 20 continued discussing congress documents with a focus on Party building work, the fight against corruption, and policies for ethnic-inhabited areas.


Dang Dinh Thanh, a representative from southern Dong Nai province touched upon issues associated with Party building at private and foreign-invested enterprises in the province where many foreign-invested enterprises are operating. In the initial stages of operation, no trade and youth unions were established at these enterprises.

Mr Thanh said, the Dong Nai Provincial Party Committee have met investors and businesses to help them understand the necessity of building local Party organisations as an effective way to push up business development. Despite strikes at enterprises in Dong Nai in recent years, such strikes were not seen or rarely reported at enterprises having Party organisations. To facilitate Party building work at private and foreign-invested enterprises, Mr Thanh said, it is imperative to provide a legal foundation for the establishment and operation of trade and youth unions.

Ethnic groups need more investment
The delegate proposed that the State has policies to protect those who uncover corrupt officials, as well as develop the press’ role in the fight.

In his presentation, delegate Trang A Pao, from the northern mountainous province of Lao Cai discussed the implementation of the Party’s policy on ethnicity. He said during the past years, many ethnic policies have been translated into life, which have significantly helped improve the material and physical lives of ethnic groups.

However, poor access to the market economy, poor competitiveness of products, high poverty rate, poor education and healthcare systems, as well as the widening gap between regions has barred ethnic-inhabited regions from development.

Mr Pao suggested that the State pour more investment into infrastructure construction in these regions, particularly far-flung areas, resolve land disputes, provide water and power supplies and train competent cadres. The State should have proper policies for personnel work and vocational training network in key areas.

Minister of Education and Training Nguyen Minh Hien presented a report on major measures to create breakthroughs in the education and training sector. According to Minister Hien, Vietnam should bringing into full play the aggregate strength of the entire nation and renew thinking about education in the market economy mechanism. He suggested that Vietnam increase the quality of teachers and educators, complete education institutions and promote education socialisation.

Religious policies to be promoted

In his report, delegate Ho Xuan Man from central Thua Thien-Hue province said that Thua Thien-Hue is the religious site of the central region with Buddhists making up more than 60 percent of the total religious population. He noted that all religious dignitaries and monks and nuns have actively participate in local socio-economic and cultural development programmes.

In the past years, Mr Man said that Thua Thien-Hue has implemented religious policies thanks to the special care from Party committees, administrations and mass organisations at the grassroots level. Religious dignitaries and followers have now got a better understanding of Party and State policies. There is no complexity between religious and non-religious followers.

To promote unity among religious followers, Mr Man recommended that religious freedom should be maintained while religious practices should be conducted in line with the law. Currently, hostile forces are making use of people’s belief and religious freedom to carry out plots to incite resentment and divide the great national unity bloc, particularly between religious and non-religious people. They should be strictly dealt with before the law, said Mr Man.

According to Mr Man, information dissemination should be enhanced to ensure that religious and non-religious people understand that they strive for the common benefit of the entire nation.

Party building work needs a boost

Delegate Truong Dinh Tuyen from Quang Binh province stressed the need to renew the Party leadership.

“The renewal of the Party leadership was put forward at the previous congress, but the results have not lived up to expectations,” said Mr Tuyen.

He pointed to the fact that in recent times, several Party committees had paid more interest in administrative activities rather than in its pure Party activities. He said that the Party should draw up the country’s major guidelines and orientations to lead the people in building democratic institutions and the law-governed State instead of intervening deep in specific issues.

In his presentation, delegate Vu Quoc Hung from northern midland Phu Tho province said that the ethical and lifestyle degradation among ranking officials and Party members is increasing. Opportunism and individualism are likely to increase among young Party members, even in a segment of the Party leadership of State agencies. In addition, corruption and bureaucracy is causing serious consequences in various areas.


To improve the situation, Mr Hung suggested that Vietnam create drastic changes in the awareness in the entire Party pay due attention to political and ideological education, and seriously deal with violations.

Delegate Nguyen Dinh Bin - Vietnamese Ambassador to France – underscored the importance of the fight against corruption to enhance the Party leadership and regain the international community’s trust.   

According to Mr Bin, revolutionary virtue is considered an essential element of Party building work and the fight against corruption, individualism, and other social vices. He said the Party should be build strongly in terms of politics, ideology, virtue and organisation. 

Gender equality need promoting

Delegate Ha Thi Khiet asked for more social care about gender equality and better conditions for women to engage in social activities.

Ms Khiet pointed to the fact that women’s role and capacity have been enhanced in recent years, thanks to the increasing number of women holding key posts in State agencies. However, several Party cells have not paid due attention to female personnel work or created favourable conditions for women to boast their competence.

To develop women’s role in society, Ms Khiet said it is necessary to increase awareness about gender equality among cadres and Party members. She said Vietnam should issue resolutions on women mobilisation work in the national industrialisation and modernisation process, build laws and policies towards gender equality, abolish discriminations for female workers and increase inspection over the implementation of laws and policies on gender equality.  

Priority given to national security

Delegate Le Hong Anh from the Ministry of Public Security, reported on the tasks of defending national security. Mr Anh said to fulfil the task, Party organisations at all levels should enhance dissemination and education to raise public awareness about the importance of national security in the current situation. All Party members and people should increase their vigilance and identify the task of defending national security and ensuring social order and stability.
