The 10th conference of the Party Central Committee opened in Hanoi on June 29 to discuss preparations for the 11th National Party Congress scheduled for the first quarter of 2011.

Delegates will examine a summary report on the 1991 Political Programme on national construction during the transitional period to socialism in Vietnam, and another report reviewing the implementation of the 10-year socio-economic development strategy for the 2001-2010 period. They will also discuss preparations for Party congresses at grassroots level and the establishment of sub-committees for the National Party Congress.

Party General Secretary Nong Duc Manh asked delegates to look at the achievements, make an in-depth analysis of weaknesses and draw lessons from implementing the Programme over the past two decades to finalise the Programme and documents to be presented at the upcoming 11th National Party Congress.

He noted that the 11th Party Congress is to review the implementation of the 10-year strategy for national socio-economic development adopted at the 9th Party Congress and decide on another development strategy for the next 10 years.

This is an important tasks which requires the entire Party to have a ‘strategic vision’ in both the review and decision making processes, said Mr Manh.

He asked delegates to discuss and give opinions on reports to draw up a comprehensive strategy for submission to the Party Congress, taking into account the country’s potential, people’s creativity and global developments.

The conference will last through to July 5.
