According to the report, the tasks set by the 7^th Party Congress for the 1991-1995 period had been basically fulfilled.

The 8^th Party Congress also summed up the major lessons and targets to be achieved between 2000 and 2020. Accordingly, Vietnam will continue to develop the multi-sector economy to operate in a socialist oriented market economy under the State’s management.

The congress concluded that to strive to reach and surpass the targets set in the socio-economic development strategy till 2000, it was necessary to: boost economic growth rapidly, efficiently, and sustainably; settle urgent issues in society, security and national defence; improve people’s living conditions; raise national funding sources; and create a firm basis for increased development in the first half of the next century.

The congress approved the Party’s regulations (amended).
