Vietnam failed to capitalise on a number of early chances but in the 43rd minute, Le Thi Thuong managed to find the back of the net. Myanmar equalised 15 minutes later thanks to Than Htwe.
And just before the final whistle, Myanmar was awarded a penalty and Naw Arlo War Phaw made it 2-1.
Vietnam had their chances but Nguyen Thi Muon and Chuong Thi Kieu both missed their penalty attempts. Muon's attempt was punched away by goalkeeper May Khin Ya Min. But referee Abirami Apbai Naidu of Singapore ordered the kick re-taken. Kieu took over but her shot was superbly saved by the keeper.
The win means Myanmar make it into the final for the first time. They will face Thailand, who defeated host Laos 4-0 in the second semi-final the same day.
Vietnam will meet Laos in the playoffs on October 25.
